Oregon Compliance Data Shows Licensed Cannabis Shops Outperform Alcohol Retailers On Age Checks

Oregon Data Shows Cannabis Retailers Lead On Age Compliance

Licensed cannabis retailers in Oregon are denying underage patrons nearly every time, according to compliance check data provided by the state Liquor and Cannabis Commission. Year-to-date data from the agency’s Minor Decoy Operations shows underage decoys posing as adults were denied access to licensed marijuana establishments nearly 100 percent of the time.

By comparison, decoys attempting to purchase alcohol gained access to alcohol products approximately 80 percent of the time. The figures cover licensed cannabis shops and alcohol retailers operating under the commission’s oversight.

The Minor Decoy Operations data for 2026 is available from the Oregon Liquor and Cannabis Commission. The agency conducts the checks to verify that licensed businesses enforce minimum age requirements.

Findings Match Results In Other Legal States

The Oregon results are consistent with compliance check data from other states, including California, Colorado, Washington, and elsewhere. Those checks have found that licensed cannabis retailers are typically more compliant than alcohol retailers at enforcing minimum age restrictions.

The pattern indicates that licensed marijuana businesses are checking identification at higher rates than their alcohol counterparts. The Oregon figures align with the multi-state trend.

Additional information on the topic is available from the NORML Fact Sheet, “Societal Impacts of Cannabis Dispensaries/Retailers.”

Advocates Say Regulation Is Working

NORML’s Deputy Director Paul Armentano commented on the findings. “Regulation works. States’ real-world experience with adult-use marijuana legalization affirms that it is being implemented in a way that provides regulated access for adults while effectively hindering youth access and misuse,” Armentano said.

The compliance data comes as Oregon continues to operate its licensed adult-use cannabis market under state oversight. The Liquor and Cannabis Commission regulates both cannabis retailers and alcohol businesses in the state.

The commission’s Minor Decoy Operations program remains the mechanism for testing whether licensed establishments deny access to underage patrons.
