S3 Collective and MCSA File Public Comment Response to Proposed Cannabis Rescheduling



S3 Collective and the Medical Cannabis Student Association (MCSA) are inclusive Public Comment We asked the Department of Justice (DOJ) and the Drug Enforcement Administration (DEA) to support the reclassification of cannabis to Schedule III under the Controlled Substances Act. This official response to Case No. 2024-11137 highlights the unique role that experienced technical organizations play in supporting federal policy, especially when state agencies are constrained by federal law.

“S3 Collective and MCSA have prepared an extensive response providing the additional information requested by DOJ. This additional information clearly supports the need to reschedule cannabis to better reflect its medical usefulness and lower its potential for abuse compared to Schedule I and II drugs,” said Alena Rodriguez, Technical Director for S3 Collective.

This response outlines several key areas where current scientific and industry knowledge supports the reclassification of cannabis.

  • Recognized medical benefits: Extensive data has demonstrated cannabis’ effectiveness in managing and treating chronic pain, nausea and other medical conditions, and reclassification could allow for more thorough investigation and application.

  • Reduced Abuse Potential: Research has shown that cannabis has a lower potential for abuse and dependence than many higher tolerance schedule substances.

  • Industry-led public health improvements: Regulatory overhaul could ensure cannabis is more effectively regulated, improving quality control, safety standards, and consumer protections – all areas where industry expertise can make a significant contribution to public health and policy.

By supporting the transition to Schedule III, we aim to achieve a regulatory framework that supports innovation, safety and patient care in the cannabis sector, unlocking new opportunities.”
