Utah has developed a unique medical cannabis program that operates through dedicated pharmacies rather than traditional dispensaries. This system has been in place for six years and offers a distinct approach to patient care. The state opened its medical market in 2020 with strict physician involvement and patient cards.
Currently, there are only 15 licensed medical cannabis pharmacies operating in the state.
These locations do not dispense conventional prescription drugs but sell cannabis products exclusively. Each facility requires a licensed pharmacist to be available for patient consultations. This model differs significantly from the retail dispensary experience found in other states.
It is designed specifically for the clinical administration of marijuana.
Narith Panh, chief growth officer at Dragonfly Wellness, highlighted the significance of this structure. He stated, “Utah is the blueprint for what a future Schedule III medical cannabis future looks like,” according to Cannabis Industry Journal. Dragonfly Wellness operates two of the fifteen pharmacies in the state.
This setup provides an early look at how a federally regulated medical market might function.
Patients must consult with a pharmacist when entering the program, regardless of their previous cannabis experience. The pharmacist reviews the patient’s medical history and current medications. This process checks for potential contraindications and drug interactions.
The consultation covers dosage, product format, and past responses to cannabis. Panh noted that many patients are using cannabis for the first time. Some seek symptom relief without feeling high, while others manage serious conditions.
He emphasized that cannabis should not be presented as completely risk-free.
“If you really want to consider cannabis as medicine, it’s important to understand your medical history,” Panh said. First-time patients are not directed toward high-potency concentrates without understanding the effects. Pharmacists can recommend lower doses or more appropriate delivery methods.
This clinical oversight distinguishes the model from standard retail sales.
With medical marijuana moving to Schedule III, the outlines of a national medical model are taking shape. Businesses preparing for this shift may need stronger manufacturing standards. Tighter inventory controls and more clinical oversight will likely be required.
These changes go beyond what most current dispensaries provide.
Panh believes medical and adult-use markets could operate under different federal systems. Medical cannabis would move through physicians and licensed healthcare facilities. Adult-use cannabis might be regulated more like alcohol.
Companies would need to decide which market they intend to serve.
Participating in the medical market carries different responsibilities and costs. Businesses may need DEA registration and pharmaceutical quality systems. Hiring licensed pharmacists adds a considerable payroll expense.
Facilities may also require additional security and trained employees for federal records.
